My name is Walter Steinmann, I have been collecting judgments for over 25 years without any of my creditors becoming upset or lodging complaints against me. That is not to say that some debtors have not sued me because of my aggressive collection activities, none of which have prevailed, however. 

The name "Mr. Meany" was given me by a creditor when I was facing a brick wall on a collection and decided to seize a prize dog used for breeding and which was also the family pet. At the time of the seizure, the Judgment Debtor paid the Sheriff in order to maintain tranquility in his home and to save the goose, or dog in this case, that was laying the golden eggs.

I am a founding member and past president of the California Association of Judgment Professionals. 

I was one of the pioneers in the use of the courts, mostly the Small Claims Court, against contractors license bonds. This was an easy way to locate deeper pockets than some of the debtor contractors had. I am using this method today and just a few days before this writing, I settled a $7,500.00 claim against a judgment proof debtor by going through his bond.

Also, as I write this, I am on the telephone with a Title Company finalizing a satisfaction against a bankrupt debtor where I had recorded a lien against his real estate before the bankruptcy filing. I am one of the few creditors to get paid because of this forethought.

I consider myself a "Master Judgment Enforcer" because of my years of experience, the assets I have accumulated in my collection activities as well as the advisors I have at my disposal, all of which lead to mostly successful collections of the cases I have been involved with.

We have been able to successfully break through corporate and partnership veils to get to the assets they were trying to hide. Out of State assets have been located and seized. Overseas accounts have been located, several resulting in reversals of bankruptcy attempts.

I use a combination of high tech means of asset locations but often you will find me parked in front of the debtors home at 5:30 AM in order to determine where he/she is going and what they are doing. I have been known to relieve the trash collector of the need to pick up a debtors garbage and even uncovered clandestine love affairs that led to successful collections.

In California, the assets of a spouse are often a way to get paid as are partnership interests. I am just now sending a Satisfaction of Judgment on a case paid by the Grandmother in order to back me off of her favorite grandson on a bad check collection. It seems we served the boy a debtor examination while he was in jail on another matter and Granny didn't want to add any more fuel to the fire.

My Pit Bull attitude seems to keep me pointed in the right direction, and the debtors soon realize that they have only two options: Pay or go bankrupt. Even bankruptcy is not the end as I have assisted in the dismissal of several such cases by proving fraud on the part of the debtors.
